Lawmakers are pushing for the passing and implementation of the “Proof-of-Parking Space Act” that is deemed to help Metro Manila’s worsening problem on traffic congestion.  Under this law, an individual will be required to present a proof of parking space before he can purchase a vehicle. Existing car owners will have to do the same when they have their cars registered at the Land Transportation Office.

The Situation

The side streets and narrow alleyways in Manila turn into car park areas when vehicle owners arrive home from work at night.  Two-way lanes turn into one-way streets shared by private and public vehicles during the early morning rush hours.  A 10-minute drive down an alley would take 20 to 30 minutes as you try to maneuver your way out of the clogged street, being careful not to break side mirrors jutting out of parked vehicles on both sides.  Alternate routes that are supposed to help decongest traffic build-ups in main thoroughfares are choked with vehicles that could neither move forward nor turn back because of very limited space.

The Issues

The public is divided on this topic; it is unpopular among families renting apartments and those staying in condominiums that have limited parking spaces.  It also raises an issue on the overall car sales industry in the country as regulations on purchasing a vehicle are expected to be more rigid if only to uphold the law.

  1. Ang pagkakaalam ko matagal na po’ng nakasaad sa regulasyon ng DOTC pa nga noon DOTr na ngayon LTO/LTFRB ang NO GARAGE NO CAR REGISTRATION. Ang kaso hindi personal na-iinspection ng kinauukulan ang mga address ng mga nagpapa-rehistro ng mga sasakyan ang rason KULANG daw sa tao(NAPAKABABAW NA DAHILAN PARA SA AKIN). Kanya ang nangyayari kahit picture lang ng garahe ay inaaprobahan na nila ang application.(I AM REFERRING TO MY EXPERIENCED). Kung talagang gagampanan lang ng DOTr/LTO/LTFRB ang MANDATO nila tiyak marami at mapupuno ang kanilang motorpool kung isa-isa nilang paghihilain ang mga sasakyang nakaparada sa labas ng kani-kanilang bakuran.
    Isa pa dapat itigil na rin ng DOTr/LTO/LTFRB ang pag-issue ng TEMPORARY PERMIT TO TRAVEL sa mga bagong sasakyan na walang plaka. Para kahit papa’no ay makabawas sa pagsisikip ng trapiko sa ating mga lansangan lalo sa metro manila.

  2. Please evaluate the MMDA’s UVVRP or Unified Vehicular Volume Reduction Program or Number Coding Scheme. This is not 100% effective since motorists buy cheap second-hand vehicles to circumvent the rule of MMDA, up to a point of no off-street parking space in their Barangays. In short, motorists have vehicles good for Monday, Tuesday, Wednesday, Thursday, Friday with different ending plate numbers, even without personal carports. This UVVRP may be a “loophole” scheme. The best is to still strictly enforce No Garage, No Vehicle.

  3. Many countries all over the world allow parking on city streets BUT THEY ARE ALL REGULATED.
    Meaning there are streets that allow parking all hours of the day and night, some only for a limited time, etc.

    Each street are must be studied and the rules I,posed to,give order in public streets. And the of course PROPER IMPLEMENTATION AND RESULTING FINES OR PENALTIES IMPOSED AFTER.

    A TOTSL BAN OF CAR WITHOUT GARAGES IS THE LAZY WAY OUT OF THE PROBLEM.

    So now that we got rid of cars without garages from ordinary citizens, how do we get them all to their work places and back home usong our over crowded public transport system.
    are we not creating an additional problem to our over burdened public transport service by solving one problem with this proposal?

I hope ma approve po ung no garage no car policy not only in public even in private sana po lahat ng car ay nasa loob po ng garage ksi isang cause po Ito ng accident at traffic in public & private roads. Please please approved this no garage no issuance of renewal of car registration. Thank you

  5. Yes very much in favor.sana kasama n rin pati sa mga private subd.kasi nagpapasikip lng sa daanan ung mga sasakyan nila.

  6. I am totally for it but car dealerships,auto insurance companies, and petroleum companies will be lobbying against it because it will affect their bottomline. It (the bill) will never happen .
