The Quezon City Hall Series: How to Apply for a Marriage License and Marriage Certificate Registration

A marriage license must be issued to a couple who intend to get married anywhere in the Philippines.  Even if you are marrying a foreign national, you still need to secure a marriage license.  Once issued, a marriage license is valid within 120 days and will automatically be cancelled at the expiration of 120 days.

Here is the list of documents when applying for a marriage license at the Quezon City Hall.  After the wedding rites and all documents have been duly signed by the couple and their witnesses, the certificate of marriage must also be submitted to the Local Civil Registry of the Quezon City Hall to have the marriage registered.

Requirements:

Applicants may submit the documents under numbers 1 and 2 to Counters 10 and 11 at the Quezon City Hall.

  1. For MARRIAGE LICENSES
    • Birth Certificate of both applicants or
    • Baptismal Certificates of both applicants;
    • If widowed, present a copy of the Death Certificate of deceased spouse;
    • If previous marriage was annulled, present a copy of the Court Decision and absolute Decree of Finality from the Court;
    • Community Tax Certificates of both applicants;
    • One ID Photo (colored or black and white) of each applicant;
    • Certificate of Family Planning and Marriage Counseling.
  2. If APPLICANT IS A FOREIGNER
    • Applicant’s valid passport;
    • Certificate of legal capacity to marry issued by their respective diplomatic or consular officials;
    • If foreigner applicant is divorced, present a copy of Final Decree of Absolute Divorce;
    • Certificate of Family Planning and Marriage Counseling and Responsible Parenthood.
  3. Fees
    • Application Form – PHP50.00
    • Filing Fee – PHP 100.00
    • Marriage License Fee – PHP100.00
    • Registration of Marriage Certificate – PHP70.00
  4. Registration of Certificate of Marriage: Make 4 copies of the registration to be distributed as follows:
    • First copy – Local Civil Registry
    • Second copy – OCRG-NSO
    • Third copy – Solemnizing Officer or the Church
    • Fourth copy – For the couple

Reminders:

  • There is no age limit for Family Planning.
  • Couples who are 24 years old and below need to attend the Family Planning Sessions and Marriage Counseling seminar.
  • These sessions are scheduled for one-half day within the premises of the City Hall.  You may inquire at counters 8, 9, and 10 for the details of the seminars and family planning sessions.
  • Applicants below 21 years old need parental consent; applicants between 21 to 25 years old need advice from parents.
  • The Marriage License will be released after 10 days  after the application was filed.
  • Marriage licenses are released by the Quezon City hall everyday but only up to 4:00PM.

Gudpm.maam or sir kinasal po ako sa quezon city.nung july 2 1996.pero nung kumuha ako ulit ng marriage certificate license wala po ko record sa civil registry sa quezon city.tapps may hawak po ako na marriage contract may marrieage license na number po ang nakalagay caloocan po na addres.valid po ba e2.

  2. Resident po ako ng quezon city. Hnd na po ba kmi hihingian ng marriage licenced kpag ang pinasa nmen ay affidavit of cohabitation? 12yrs na po kmi naglive in. May 2 po kmi anak isang 11yrs old at 10yrs old. Thanks po sa pagsagot.

      Sa QC hall ba kayo magpapakasal? Kung oo, tanungin niyo na lang ung assistant ng judge na magkakasal sa inyo kung required pa nila ang CENOMAR.

      Basically naman, hindi requirement sa pagpapakasal ang CENOMAR. Ang simbahan o ang office ng abogado lang ang nag rerequire nito, depende sa policies nila. So case-to-case basis siya.

  3. bakit hindi nilagay sa taas ung CENOMAR as requirement kung required pala. nakaamislead eh.

    ung birth certificate, ok lang ba na hindi NSO copy? ung copy lang sa municipal registry, owede din ba un?

      May mga munisipyo na hindi nagre-require ng CENOMAR. Hindi po requirement ang CENOMAR sa pagkuha ng marriage license.

      Kailangan po NSO copies lahat ng civil registry documents.

    Me and my Fiance is above 30 years old, is it still required for us to undergo counselling? or possible po ma exempt, were both working abroad din kasi so limited time lang meron kami and can we just ask our relatives to file and process our papers? Thanks

    1. Hi Jennelyn,

      Pwede naman na ibang tao ang mag asikaso ng preliminary documents na kailangan sa kasal ninyo. Pero may mga documents kayong kailangang pirmahan; siguro i-mail na lang sa inyo ng relatives yung papers na for signature ninyo.

      Yung seminars and counseling are up to the municipality or city hall kung saan naka file ang application niyo for wedding.

      Nai-submit niyo na ba sa munisipyo ng probinsya kung san kayo ikinasal ang inyong marriage contract? Kung saan kayo ikinasal, dun nyo rin iparehistro ang inyong mga papeles.

      Paki clarify po yung question. Ang Marriage License po ay ini-issue ng munisipyo ng bayan kung saan idadaos ang kasal. Ang Marraige Contract ay ang katibayan na naikasal na ang magkasintahan.

    1. Hi Bien,

      It really depends on the city hall or municipal hall where you are applying the marriage license. If you have the documents of your fiance, then maybe you can submit these on his behalf. Some municipal halls require that the couple undergo the counseling before a license is issued to them.

  6. My fiance was previously married in USA but he is now divorced a year ago to her ex-wife. Does he need a CENOMAR? Does he need to declare he’s previously married? And does civil wedding requires seminars to both parties? What if he’s in USA and he can’t attend? Please answer.

    1. Seminars are required evev for civil wedding. Cenomar is not required for foreigners what he needs is legal capacity to marriage issued by his/her embassy here. He needs to adjust his arrival here to attend the seminar.

  7. what should we do if our marriage license is already expired? we want to get married, but our license is beyond 120 days after date issued. can we simply renew it or do we need to reapply and repeat all the process needed to obtain one? thanks

      There is a possibility that the municipal hall will require that you undergo the same process, including seminars, in order to be granted a marriage license.
