4 Ways to Submit Your Voter Registration Form to the COMELEC

There are four ways to submit your Voter Registration form to the COMELEC.  Now that our movements are limited, it is good to know that there is an option to submit your registration form online, but with specific guidelines and reminders which I will include at the latter part of this blog.

Meanwhile, feel free to go over the four procedures and see which best works for you. Share this with your friends and family as well so that your entire household is able to vote next year.

  1. Accomplish and submit application form provided in the Office of the Election Officer (OEO);
    1. Go to the OEO where you are registered or intending to register.
    2. Get a CEF-1 form from the OEO. Blank forms are provided in all OEOs.
    3. Fill out all required fields for your application form using a pen.  Ask for assistance from the OEO if necessary.
    4. Submit your application to the OED after writing all necessary information to the form. Further instructions shall be discussed to you by the OEO.
  2. Download and print blank form (CEF-1), then accomplish using pen before going to the OEO;
    1. Download CEF-1 from the Application Forms page.
    2. Print the downloaded CEF-1 to an 8” x 13” paper.  The form must be printed back to back.
    3. Fill out all required fields for your application form using a pen.
    4. Go to the OEO where you are registered or intending to register to personally submit your application form.  Further instructions shall be discussed to you by the OEO.
  3. Download form (CEF-1) then accomplish using your computer (thru a PDF reader) before printing, then go to the OEO;
    1. Download CEF-1 from the Applications Forms page.
    2. Open the downloaded CEF-1 file (PDF format) using a PDF reader.
    3. Check all appropriate choices in the ovals.
    4. Fill out all other required fields for your application form.
    5. Print your filled out CEF-1 file to an 8” x 13” paper. The form must be printed back to back.
    6. Go to the OEO where you are registered or intending to register to personally submit your application form. Further instructions shall be discussed to you by the OEO.
  4. Use the iRehistro web app.
    1. Open the iRehistro website.
    2. Select suitable options for your application and fill out all required fields.
    3. Follow all instructions provided by the iRehistro.
    4. After completing iRehistro, go to the OEO (depending on your set appointment) where you are registered or intending to register to personally submit your application form.  Further instructions shall be discussed to you by the OEO.

Note: Using the online facility only attempts to facilitate the process of accomplishment of the Application Form. It does not automatically mean approval of your application. Accomplishing the online form does not automatically make you a registered voter.

You still have to personally appear before your local COMELEC office together with the printed online application forms for QR scanning and biometrics capture to complete the filing process.

The Election Registration Board (ERB) still has to approve your application on the scheduled date for the next ERB hearing.

According to the COMELEC, all of their offices nationwide will be open to receive applications for voter registration from Tuesdays to Saturdays, including holidays, from 8AM to 5PM. But due to the recently implemented ECQ in the NCR Plus Bubble (and other quarantine restrictions implemented in various provinces), it may be best to call their office first before you proceed.
