What You Can and Cannot Do Under The Different Community Quarantine Classifications

As I write this, Metro Manila is once again placed under GCQ With Heightened Restrictions quarantine classification. This came after the Octa Research revealed that if we do not tighten the comings and goings of people, we might experience what happened in India because of the onslaught of the Delta variant of COVID-19. There are a total of 119 cases of the said variant all over the country, locally transmitted.

With all the different quarantine classifications that have been coined since the start of this pandemic, it can get quite confusing to determine what are and are not allowed. So I did a bit of research and found the following summaries on what are allowed and prohibited depending on the quarantine classification in an area.

ENHANCED COMMUNITY QUARANTINE or ECQ:

  • Allowed age groups: 18 to 65 years old
  • Interzonal travel from NCR Plus areas: Not allowed.
  • Intrazonal travel from NCR Plus areas: Limited to access of essential goods, work-permitted.
  • Religious activities such as weddings, baptisms, funerals: Not allowed.
  • Indoor restaurant dining: Not allowed
  • Al fresco restaurant dining: Not allowed
  • Personal grooming services (salons, barbershops, etc.): Not allowed
  • Staycations: Not allowed
  • Meetings and conferences (face-to-face): Not allowed
  • Outdoor tourist destinations: Not allowed
  • Indoor tourist attractions: Not allowed

MODIFIED ENHANCED COMMUNITY QUARANTINE or MECQ:

  • Allowed age groups: 18 to 65 years old
  • Interzonal travel from NCR Plus areas: Not allowed, APOR only.
  • Intrazonal travel from NCR Plus areas: Limited to access of essential goods, work-permitted.
  • Religious activities such as weddings, baptisms, funerals: 10% to 30% capacity
  • Indoor restaurant dining: Not allowed
  • Al fresco restaurant dining: 50% capacity
  • Personal grooming services (salons, barbershops, etc.): Not allowed
  • Staycations: Not allowed
  • Meetings and conferences (face-to-face): Not allowed
  • Outdoor tourist destinations: Not allowed
  • Indoor tourist attractions: Not allowed

GENERAL COMMUNITY QUARANTINE WITH HEIGHTENED RESTRICTIONS:

  • Allowed age groups: 18 to 65 years old, fully-vaccinated senior citizens.
  • Interzonal travel from NCR Plus areas: Allowed but subject to LGU restrictions.
  • Intrazonal travel from NCR Plus areas: Limited to access of essential goods, work-permitted.
  • Religious activities such as weddings, baptisms, funerals: 10% to 30% capacity
  • Indoor restaurant dining: 20% to 30% capacity
  • Al fresco restaurant dining: 50% capacity
  • Personal grooming services (salons, barbershops, etc.): 30% to 40% capacity
  • Staycations: Allowed
  • Meetings and conferences (face-to-face): Not allowed
  • Outdoor tourist destinations: 30% capacity
  • Indoor tourist attractions: Not allowed

GENERAL COMMUNITY QUARANTINE:

  • Allowed age groups: 18 to 65 years old, fully vaccinated senior citizens
  • Interzonal travel from NCR Plus areas: Allowed but subject to LGU restrictions.
  • Intrazonal travel from NCR Plus areas: Limited to access of essential goods, work-permitted, and other activities allowed.
  • Religious activities such as weddings, baptisms, funerals: 30% to 50% capacity
  • Indoor restaurant dining: 50% capacity
  • Al fresco restaurant dining: Allowed
  • Personal grooming services (salons, barbershops, etc.): 50% capacity
  • Staycations: Allowed
  • Meetings and conferences (face-to-face): 50% capacity
  • Outdoor tourist destinations: 50% capacity
  • Indoor tourist attractions: 50% capacity

MODIFIED GENERAL COMMUNITY QUARANTINE or MGCQ:

  • Allowed age groups: 15 to 65 years old, fully vaccinated senior citizens
  • Interzonal travel from NCR Plus areas: Allowed but subject to LGU restrictions
  • Intrazonal travel from NCR Plus areas: Allowed
  • Religious activities such as weddings, baptisms, funerals: 50% capacity
  • Indoor restaurant dining: Allowed
  • Al fresco restaurant dining: Allowed
  • Personal grooming services (salons, barbershops, etc.): 75% capacity
  • Staycations: Allowed
  • Meetings and conferences (face-to-face): 75% capacity
  • Outdoor tourist destinations: 75% capacity
  • Indoor tourist attractions: 75% capacity

Remember that even after you have completed all doses of your COVID vaccines, you may still be required to undergo swab testing when entering certain provinces, towns, and other localities. LGUs are given the freedom to require these from travelers and tourists entering their areas of responsibilities. If you refuse to be tested, you may be denied entry. This is because even after you have completed all doses of the COVID vaccine, you can still be a carrier of the virus and still be able to pass this on to others.

Although it may feel like it sometimes, we are still not “back to normal”. Each of us has a responsibility to keep ourselves and the people around us safe from the virus.

We are not yet out of the woods. Keep fighting.
